Sterilisation for a gun licence is the current buzzword in Uttar Pradesh. Earlier, anyone intending to obtain or apply for a gun licence had to produce proof that he had invested Rs 50,000 in the state-sponsored National Savings Certificate scheme. But now the password has changed. Under the state's new scheme to promote family planning, a person is exempt from this rule if he brings to the health centre at least five persons willing to be sterilised. The number of...
