A compromise concealed weapons bill could be introduced as early as this week. The bill would do the following: Set up a statewide system in which county sheriffs would issue permits. Require an applicant to pass a background check and show proof of gun safety training. Allow sheriffs to deny a permit if they have documentable proof the applicant is a risk to themselves or others. PHILADELPHIA — The rate of suicides involving guns among black male teenagers nearly quadrupled from 1979 to 1994 before falling in the late 1990 s, a study has found.
