KANDAHAR, Afghanistan — As rowdy men with rifles roamed the grounds of the governor's mansion, the new chief of the former Taliban stronghold of Kandahar said Tuesday he soon would rid the streets of armed groups. The Taliban have gone and U.S. warplanes have stopped bombing the city's outskirts.
