The continuing decline in homicides in New York City and elsewhere last year is cause for celebration, but it does not end the need for strict gun-control laws. A new Justice Department study shows that while the nation's overall homicide rate fell in 1997 to its lowest level in three decades, the number of firearm homicides by young people remains alarmingly high.
