After 217 years, the Supreme Court appears at last to have settled one of the most hotly disputed questions in American constitutional law: who has the right to pack heat? The second amendment says: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
