MOSCOW — Russian President Boris Yeltsin plans to call for tighter gun control laws to help stem the wave of crime that has gripped the country since the fall of Communism in 1991, a top Kremlin aide said on Friday.
"Without a doubt the presidential administration will make legislative initiatives on gun control," Oleg Sysuyev, deputy chief of staff, said in an interview. "I think there should be stronger controls on guns among the population."
