Article 12: Authority Competent for Issuing License for Importing, Bringing, Exporting and Transiting Arms Through Rwanda

The license for importing, bringing arms, ammunition and other related materials into Rwanda, exporting and transiting them through Rwanda shall be issued by the Minister in charge of the National Police.

Such a license shall at least contain the following particulars:

1. date and place of issue;
2. date of expiry;
3. country of import;
4. country of export;
5. end-users;
6. nature and quantity of arms;
7. transit countries of arms.

Where such arms, ammunition and other related materials are meant for Rwanda Defense Forces, the license shall be issued by the Minister in charge of Rwanda Defense Forces.
