Canadian Killer Likely Issued Gun Licence Without Background Check

Double-killer Angus Mitchell was likely issued his firearms licence without a check of the database that records encounters with police where no criminal charges are laid.
RCMP Sgt. Greg Cox confirmed from Ottawa Tuesday the Police Records Information Management Environment (PRIME) database is not routinely checked before someone is issued a firearms licence.
