Effectiveness of Assault-Weapon Bans Still Unclear

WASHINGTON — On most mornings in Kearny Mesa, you can find two dozen men and women from the Navy at a neighborhood shooting range, staring down the sights of weapons used to protect this country.
Were it not for the eight or so permits hanging on the walls, the folks conducting target practice there would be outlaws.
That's because they are using assault weapons — Bushmaster AR-15s and Springfield M-1As — that are banned under state and federal laws.
