Artículo 63. Personas Prohibidas
No podrán concederse licencias para uso de armas de fuego, matrículas de tenencia, portación de armas de fuego, a las personas siguientes:
a) A los menores de veintiún años, licencia para uso de armas de fuego, matrículas de colección, tenencia y conducción; a los menores de veinticuatro años, matrículas de portación…
b) Personas declaradas judicialmente en estado de interdicción;
c) Personas con antecedentes penales o policiales, excepto por delitos culposos; y,
d) Personas que sufran de limitaciones físicas o mentales que razonablemente anulen o disminuyan su capacidad para el uso eficiente y seguro de un arma de fuego, de acuerdo a dictamen médico.

Article 63. Prohibited Persons
No licence to use firearms and no registration certificate for ownership shall be granted to the following persons:
