Artículo 2 - Principios
Esta Ley se regirá por los siguientes principios:
a) legalidad: todo material y actividad que no estén expresamente autorizados están prohibidos;
b) restrictividad: los requisitos y extremos de la ley deben interpretarse con criterio restrictivo, adquiriendo un carácter de excepcionalidad las autorizaciones que se otorguen;
c) anticipación: toda actividad a realizarse con el material controlado, debe contar con autorización previa;
d) temporalidad: toda autorización, licencia o permiso, se concede por un período limitado de tiempo;
e) revocabilidad: toda autorización, licencia o permiso, queda sujeta a revocación en caso de no respetarse los términos de su otorgamiento, o por resultar su revocación necesaria por razones de seguridad pública, política exterior o defensa nacional;
f) justificación y concreción: toda solicitud para desarrollar una actividad debe justificar la necesidad actual, concreta y verificable de su otorgamiento;
g) correspondencia: toda autorización, licencia o permiso, debe guardar adecuada correspondencia con la finalidad que determinó su otorgamiento;
h) universalidad: toda solicitud y medida, se considera y dispone de forma objetiva, sin excepciones por cargo u oficio, salvo indicación contraria en la presente Ley;
i) individualización: todo objeto, sujeto y actividad autorizada debe ser identificable e individualizable;
j) intransferibilidad: toda licencia, permiso o material controlado son intransferibles sin previa autorización de la autoridad competente;
k) no recirculación: todo material decomisado o entregado voluntariamente al Estado, debe ser destruido por la autoridad competente, a excepción de las armas de fuego que puedan ser utilizadas por los Órganos de Defensa y Seguridad del Estado.
La autoridad competente velará por el estricto cumplimiento de los principios enunciados en este artículo.

Act No. 4.036 on Firearms, their Parts and Components, Ammunition, Explosives, Accessories and Similar Items
Article 2 - Principles
This Act shall be governed by the following principles:
a) Legality: all materials and activities that are not expressly authorised are prohibited;
b) Restrictiveness: requirements and extremes of the law must be interpreted with restrictive criteria. Authorisations of exceptional nature are granted;
c) Anticipation: any activity involving controlled material must have prior authorisation;
d) Time period: any authorisation, licence or permit is granted for a limited period;
e) Revocability: any authorisation, licence or permit can be revoked if the terms are not met, or for reasons of public security, foreign policy or national defence;
f) Justification: all requests to perform an activity must be able to justify the current requirement, the specific and verifiable need;
g) Correspondence: any authorisation, licence or permit, must keep adequate correspondence with the purpose for which it was granted;
h) Universality: all requests and measurements, will be considered and made available, without exceptions for office or function, unless otherwise specified in this Act;
i) Identification: every object, subject and authorised activity must be identifiable;
j) Non-transferable: all licences, permits or controlled materials are non-transferable without prior authorisation from the competent authority;
k) Non-recirculation: all material seized or surrendered voluntarily to the state must be destroyed by the competent authority, except for firearms that can be used by the state agencies of defence and security.
The competent authority shall ensure strict compliance with the principles in this article.
