Artículo 3. Función Regulatoria del Estado

El Estado regula el uso civil de armas, municiones, explosivos, productos pirotécnicos y materiales relacionados que comprende la autorización, fiscalización, control de la fabricación, importación, exportación, comercialización, distribución, traslado, custodia, almacenamiento, posesión, uso, destino final, capacitación y entrenamiento en el uso de armas, municiones y explosivos, productos pirotécnicos y materiales relacionados; así como la reparación y ensamblaje de armas y municiones; teniendo como fin la preservación de la seguridad nacional, la protección del orden interno, la seguridad ciudadana y la convivencia pacífica, conforme al artículo 175 de la Constitución Política del Perú.

Article 3. Regulatory Role of the State

The state regulates the civilian use of firearms, ammunition, explosives, firework products and related materials, including the authorisation, policing and control of the manufacture, import, export, trade, distribution, transfer, custody, storage, possession, use, final destination, education and training in the use of firearms, ammunition and explosives, firework products and related elements, as well as the repair and assembly of firearms and ammunition, in an attempt to preserve national security, the protection of internal order, citizen security and a peaceful coexistence, in line with article 175 of the Peruvian Constitution.
