22. Manufacture of firearms and ammunition

(1) No person shall manufacture any firearm or ammunition unless

(a) he is a licensed firearms dealer or a holder of a firearm licence;
(b) his licence bears an endorsement by the chief police officer authorizing him to manufacture firearms or ammunition; and
(c) he complies with any conditions included in such endorsement.

(2) No person except a licensed firearms dealer acting in compliance with his licence shall by way of trade or business assemble, clean, repair, modify, test or prove any firearm or ammunition.

(3) Any person who contravenes any provision of this section commits an offence and is liable on conviction to imprisonment for a term not exceeding three months or to a fine not exceeding £500 or to both such imprisonment and fine.
