19. Prohibition of transfer to intoxicated or insane person

Any person who sells, transfers or otherwise parts with the possession of any firearm or ammunition to any person whom he knows or has reasonable grounds for believing to be under the influence of alcohol or a drug or to be of unsound mind commits an offence and is liable on conviction to imprisonment for a term not exceeding three months or to a fine not exceeding £500 or to both such imprisonment and fine.
