It has been estimated that during the civil war Frelimo and Renamo distributed close to a 1.5 million small arms to civilians. Records of these firearms were not maintained and licences for these weapons were not issued.

The whereabouts of most of these weapons is currently unknown. An officer in the firearm licensing department of the Ministry of the Interior in Maputo, estimated there were 7,000 registered legal owners of firearms in 2003.
