10. Arms Reduction Control Programme
(1) The Commission with the support of the external stakeholders such as UN DDR, UNDP and other donor organisations shall develop a programme to reduce, verify and establish control over small arms, light weapons and ammunition in the Ceasefire Zone which shall be known as the Arms Reduction Control Programme (hereinafter called the "ARC Programme").
(2) The ARC Programme shall be designed with due regard to the following:
(a) the need to build confidence between the former warring parties and neighbouring communities during the interim period;
(b) providing transparency, a chain of documentation and accountability during disengagement, demobilization stockpiling and/or redistribution of arms during security sector restructuring;
(c) creating and harmonize arms and ammunition laws in South Sudan;
(d) verification of arms control processes for civilians and other armed forces;
(e) helping to curb arms trafficking by strengthening border security and through improving cooperation with neighbouring countries;
(f) build a secured and standard stockpiling management; and
(g) to improve the human and community security of civilians through communities based on arms control initiative.
(3) Further, the ARC component of the Commission shall develop a separate programme to address the proliferation of small arms and light weapons amongst the civilian population of South Sudan, Southern Kordofan, Blue Nile, and Abyei area in accordance with the CPA, Article; 14.5.5.15.
