L'exportateur qui sollicite une autorisation globale d'exportation adresse au ministre de la défense tout document précisant les procédures d'organisation et de contrôle interne qu'il met en œuvre pour l'exécution des opérations d'exportation.
Ces documents précisent notamment:
- les processus de contrôle interne garantissant la conformité à la réglementation des opérations d'exportation de matériels de guerre et de matériels assimilés;
- l'identité et les fonctions du responsable qualifié chargé de garantir que les opérations d'exportations sont effectuées dans le respect de la réglementation;…
- les processus d'enregistrement, de traçage, de conservation et de mise à la disposition de l'autorité administrative des informations relatives aux opérations relevant de la procédure spéciale d'exportation de matériels de guerre et de matériels assimilés, incluant notamment pour chacune de ces opérations, leur rattachement aux agréments préalables et autorisations obtenus de l'autorité administrative;
- les dispositions prises en termes de sécurité des systèmes d'information relatifs aux exportations de matériels de guerre et de matériels assimilés;
- les moyens mis en œuvre pour identifier, maîtriser et réduire les risques liés à l'exportation de matériels de guerre et de matériels assimilés, ainsi que de technologies, de savoir-faire ou d'informations sensibles liés à ces matériels, par voie tangible ou intangible;…

The exporter who applies for a global export authorisation, submits to the Minister of Defence every document specifying the organisational procedures and internal controls that he/she implements to carry out the export operations.
These documents specify:
- the process of internal control ensuring compliance with the regulation of export operations of weapons of war and similar materials;
- the identity and functions of the qualified person in charge of ensuring that export operations are conducted in compliance with the regulation;…
- the registration, marking, storage and process of making available to the administrative authority, information relating to operations under the special export procedure of weapons of war and similar materials, including for each operation the attached prior approvals and authorisations obtained from the administrative authority;
- measures taken in terms of security of the information systems on exports of weapons of war and similar materials;
- means implemented to identify, control and reduce the risks linked to export of weapons of war and similar materials, as well as technologies, knowledge or sensitive information linked to these materials, in tangible or intangible ways;…
- means implemented to ensure the respect, by suppliers and subcontractors, of obligations linked to the re-export of weapons of war and similar materials.
