Actuellement, les procédures de marquage et d'enregistrement des fabrications permettent de déterminer le Fabricant d'une arme et le premier acquéreur. En ce qui concerne les armes appartenant au ministère de la défense, des règlements internes prévoient des procédures particulières d'enregistrement et de traçage, qui permettent une identification précise des armes et le suivi permanent de leur localisation et détenteur.

S'agissant des particuliers, un fichier informatisé des détenteurs légaux d'armes à feu soumises a autorisation ou devant être déclarées, nommé AGRIPPA (Application de Gestion du Répertoire Informatise des Propriétaires et Possesseurs d'Armes), recense de façon centralisée les données collectées par les préfectures (données concernant tant les armes que les possesseurs).

La tenue de registres précis par les fabricants, les importateurs, les exportateurs et les courtiers français est une condition d'obtention des autorisations spécifiques. Lors de la cessation d'activité, une partie des registres est centralisée par le Ministère de la Défense (courtiers), l'autre est déposée dans les commissariats de police ou brigades de gendarmerie territorialement compétents.

Le ministère de la Défense conserve également des archives de toutes les autorisations de fabrication, d'importation, d'exportation (agréments préalables et autorisations d'exportation de matériels de guerre), de courtage et de destruction délivrées par l'Etat (l'arrêté du 15 janvier 2003 établit l'informatisation de ces archives). Ces archives sont traitées par le centre des archives de l'armement sans limitation de durée.

vi) What national measures exist for tracing SALW held and issued by the State? (II.10)

Currently, marking and registration procedures for manufactured goods allow identification of the manufacturer of a firearm and its first purchaser. Concerning the firearms belonging to the Ministry of Defences, internal regulations provide particular registration and tracing procedures which permit precise identification of firearms and continuous monitoring and location of their owner.

Concerning individuals, a computerised file of the legal owners of firearms that are subject to authorisation must be declared, called AGRIPPA (Application for the Management of the Computerized Register of Owners and Holders of Firearms). This lists the data collected by the prefectures in a centralised manner (data concerning the arms as well as the owners).

The keeping of precise records by French manufacturers, importers, exporters and brokers is a condition for obtaining a specific authorisation. After the cessation of the commercial activity, the registers are partly centralised by the Ministry of Defence (for brokers), and partly handed to the territorially competent Police stations and Gendarmerie brigades.

The Ministry of Defence also keeps archives of all the authorisations to manufacture, import, export (prior agreement and authorisations to export weapons of war), broker and destroy issued by the State (Bylaw of 15 January 2003 established the computerisation of these archives). These archives are kept by the Centre for the Archives of Disarmament indefinitely.
