¿Que legislación o procedimientos administrativos nacionales existen para regular las actividades de aquellos que se dedican a la intermediación en materia de armas pequeñas y ligeras dentro de la jurisdicción y control nacionales? (p. ej., registro de intermediarios, licencia o autorización de transacciones de intermediación y sanciones correspondientes).

A los efectos de cumplir con los controles de los procedimientos que regulan a las casas comerciales que venden armas de fuego, se realizan los siguiente trámites:

- Registro de Casa Comercial
- Inspección de las medidas de seguridad de la empresa a habilitar
- La empresa deberá llevar un registro de las existencias y comercialización de armas de fuego. Además deberá remitir al Servicio de Material y Armamento los movimientos de armas antes de los días 10 de cada mes y su stock de armas semestralmente.
- Se informará en el Servicio de Material y Armamento las armas vendidas, efectuando el registro mediante la emisión de una guía de posesión de arma a nombre del comprador de la misma.

Es competencia del Servicio de Material y Armamento el registro de toda venta, traspaso o cesión de armamento. Además, se procede al registro y control de armerías, rematadores, importadores, coleccionistas de armas de fuego, acorde al Decreto 2.605/943 del 7 de octubre de 1943 y normas concordantes. En ese sentido, y conforme a la legislación nacional que adopta compromises internacionales legalmente vinculantes, como CIFTA y el Protocolo de Armas de la convención de Naciones Unidas Contra la Delincuencia Organizada Transnacional según leyes 17.300 y 18.233, se ha aprobado y puesto en vigencia una Circular, la N° 001/RNA/08 de 13 de mayo de 2008, que regula el procedimiento para la realización de las gestiones y trámites que realizan terceros en el Servicio de Material y Armamento para la obtención de Guías de Posesión de Armas, así como sus renovaciones, duplicados y transferencias; y el registro y renovaciones de Coleccionistas y Recargadores.

Brokering

What national legislation or administrative procedures exist to regulate the activities of those engaged in brokering small arms and light weapons within the jurisdiction and control? (eg. registration of brokers, licensing or authorization of brokering transactions and appropriate penalties).

In order to comply with the control of the procedures governing firearm dealers, the following steps are performed:

- The registration of firearm dealers
- Inspection of the security measures of the company
- The company should keep a track of the inventory and the marketing of firearms. It should also refer to the National Army Material and Arms Department information regarding the movements of arms before the 10th day of each month, and of its weapon stocks every six months.
- Wea[pons sold to the National Army Material and Arms Department are reported, with a record created while issuing a guide to gun possession to the buyer.

It is for the National Army Material and Arms Department to register any sale, assignment or transfer of weapons. Registration and control of armouries, auctioneers, importers, collectors of firearms accords with Decree 2.605/943 of October 7, 1943 and related provisions. In accordance with national legislation adopted under legally binding international commitments, such as CIFTA and the Firearms Protocol of the United Nations Convention Against Transnational Organised Crime, Laws 17.300 and 18.233, and circular No. 001/RNA/08 of May 13, 2008 govern the procedure for carrying out the steps and procedures that are carried out by a third party, the National Army Material and Arms Department, to obtain Guides for the Possession of Weapons, as well as renewals, duplicates and transfers; and the registration and [licence] renewals of collectors and freight agents, has been approved and put into effect.
