Art. 4. 1er. Toute demande de licence d'exportation ou de transit visée au présent titre est rejetée lorsque: […]
2° l'octroi de la licence est incompatible avec les obligations internationales de la Belgique et les engagements qu'elle a pris d'appliquer les embargos sur les armes décrétés par l'Organisation des Nations Unies, l'Organisation pour la Sécurité et la Coopération en Europe et l'Union européenne;
Art. 11. Les personnes visées à l'article 10 ne peuvent accomplir aucune des opérations prévues par cet article qui violerait un embargo décrété conformément au droit international par la Belgique ou par une organisation internationale dont la Belgique est membre.
Art. 12. Les infractions et les tentatives d'infraction aux articles 10 et 11 et leurs mesures d'exécution sont punies d'une peine d'emprisonnement d'un mois à cinq ans et d'une amende de 10.000 EUR à un million d'EUR ou d'une de ces peines seulement.
Art. 13 par ailleurs, les juridictions belges sont compétentes pour connaître des infractions visées par ladite Loi qui sont commises en dehors du territoire, si l'inculpé est trouvé en Belgique, même si l'autorité belge n'a reçu aucune plainte ou avis officiel de l'autorité étrangère et si le fait n'est pas punissable dans le pays où il a été commis.

Law on import, export [transit and the fight against trafficking] of weapons, ammunition and equipment intended specifically [for use by the military or law enforcement] and related technology of 5 August 1991, as amended by the Law of 26 March 2003 and the Special Law of 12 August 2003.

Art. 4. 1. Every application for a license for export or transit under this Title shall be rejected if: […]
2 ° the granting of the licence is incompatible with international obligations of Belgium and its commitments to implement the arms embargoes decreed by the United Nations, the Organisation for Security and Cooperation in Europe and the European Union;
Art. 11. The people referred to in Article 10 can not perform any of the transactions contemplated by this article which would violate an embargo decreed by international law, Belgium or an international organisation of which Belgium is a member.
Art. 12. Offences and attempted offences to Articles 10 and 11 and their implementing measures are punishable by imprisonment from 1 month to 5 years and a fine of 10,000 Euros to one million Euros or one of these penalties.
Art. 13 Moreover, Belgian courts have jurisdiction over offences under this Law that are committed outside the territory, if the accused is found in Belgium, even if the Belgian authorities had received no complaint or formal notice of the foreign authority and if the act is not punishable in the country where it was committed.
