International and regional agreements:

Protocol for the GLR and HoA Art. 6 (a) and (b)
Requires the establishment and maintenance of complete national inventories of small arms and light weapons held by security forces and other state bodies and strict national accountability of all small arms and light weapons owned and distributed by the state.

UN Programme of Action Section II Art. 10
Requires provision to ensure responsibility for weapons held and issued by the state and effective measures for tracing such weapons.

Protocol for the GLR and HoA Art. 7 (a)
Requires all small arms and light weapons in the possession of the state to be marked with a unique mark.
