Local manufacture

There is a thriving trade in excellent copies of real guns. Almost all West African countries in fact ban private manufacture of guns, but the law is silent on 'repairing' weapons…

In Mali, there is a small city with over 100 local gun manufacturers, providing guns for people across the sub-region.

Poor licensing

The application forms for obtaining a gun are usually simple -- simply family name and residence!

Reasons:
- Urban areas: most gun owners are security or police officers, and know the licensing officer personally
- Hunters: claim to be legitimate users,…
- Family guns: as people move from rural to urban areas, they carry their unregistered guns with them, store them poorly so are easily stolen

We expect all laws are to be harmonised in the ECOWAS region through a legally-binding Convention.

Private security companies (PSCs)

The UN now employs a lot of private security, in some cases former rebels. One of the changes campaigners want is that PSCs should be banned…
