La carte européenne d'arme à feu atteste que les armes à feu qui y sont inscrites sont régulièrement détenues dans le pays où elle a été délivrée (arrêté du 6 mai 1998). Elle permet au porteur de s'affranchir des obligations douanières de droit commun pour les armes qui y sont inscrites. Cette carte n'est utilisable qu'au motif d'une invitation à la chasse ou pour une compétition de tir sportif sur le territoire européen. Les cartes, délivrées en France par les préfectures, sont répertoriées dans le fichier AGRIPPA (Application de Gestion du Répertoire Informatisé des Propriétaires et Possesseurs d'Armes).

Les informations relatives au détenteur d'armes, d'éléments d'armes et de munitions peuvent être conservées durant vingt ans, soit à compter de la date où l'intéressé(e) a cessé d'être en possession de ces matériels pour des motifs autres que la perte ou le vol, soit à compter de la date de leur déclaration de perte ou de vol.
Ces données ne sont accessibles qu'aux agents individuellement désignés et spécialement habilités.

L'autorité administrative préfectorale enregistre les déclarations d'ouverture des locaux de commerce ou de fabrication d'armes. Le ministre de la défense délivre l'autorisation de fabrication, commerce ou intermédiation d'armes et de matériels des 4 premières catégories. En cas de retrait de cette autorisation les articles encore détenus et nécessitant autorisation doivent être cédés ou détruits dans un délai de 3 mois.

Les opérations relatives à la fabrication, la réparation, la transformation, l'achat, la vente, la location ou la destruction ainsi que les opérations d'intermédiation font l'objet d'une inscription à un registre spécial déterminé par un arrêté conjoint des ministres de la Défense et de l'Intérieur.
Les registres spéciaux tenus par les titulaires d'autorisation de fabrication et/ou de commerce et les registres des autres armuriers doivent être remplis et conservés pendant toute la durée de l'activité commerciale. A l'issue de celle-ci, les registres doivent être déposés auprès du commissariat de police ou de la brigade de gendarmerie territorialement compétents.
De la même manière, les registres spéciaux concernant les entreprises qui se livrent aux activités de courtage ou à d'intermédiation doivent être remis au ministère de la Défense.

Le ministère de la Défense conserve également des archives de toutes les autorisations de fabrication, d'importation, d'exportation (agréments préalables et autorisations d'exportation de matériels de guerre) de courtage et de destruction délivrées par l'Etat (l'arrêté du 15 janvier 2003 établit l'informatisation de ces archives). Ces archives sont traitées par le centre des archives de l'armement sans limitation de durée.

Record Keeping

The European firearms card is proof that firearms registered are regularly possessed in the country where they have been delivered (bylaw of 6 May 1998). It allows the owner to pay the common law Customs fee for the weapons that are registered on it. This card is usable only for purposes of an invitation to hunt or for a shooting competition on European soil. The cards, delivered in France by the prefectures, are registered in the AGRIPPA file. The bylaw of 15 November 2007 modified by the bylaw of 24 March 2009 creates an Application for the Management of the Computerized Record of Owners and Holders of Firearms (AGRIPPA). Information concerning the firearm owner, parts of a firearm and ammunition can be conserved for 20 years, from the date when the person concerned has ceased to be in possession of these materials for reasons other than loss or theft, or from the date of declaration of loss or theft. This data is accessible only to agents individually designated and specially authorized to do so.

The prefectural administrative authority registers the declarations of opening of premises for trade in or manufacture of firearms. The Minister of Defence delivers the authorisation to manufacture, trade or brokering of firearms and materials of the first four categories. In case of withdrawal of this authorisation, the articles still possessed and requiring authorisation have to be given up or destroyed within a period of 3 months.

The operations relating to the manufacture, repair, transformation, purchase, sale, rent or destruction as well as brokering operations require the subscription to a special record, as determined by a conjoined bylaw of the Ministers of Defence and of the Interior.

The special records kept by holders of the authorisation to manufacture and/or trade and the records of other manufacturers have to be filled and kept for the duration of the commercial activity. Following this, the records have to be left at the police station or the gendarmerie brigade territorially responsible.

Similarly, the special records concerning businesses involved in brokering activities have to be handed to the Ministry of Defence.

The Ministry of Defence also keeps archives of all authorisations of manufacture, importation, exportation (preliminary approval and authorisations to export military goods), brokering and destruction delivered by the State (the bylaw of 15 January 2003 introduces the computerization of these archives). These archives are kept by the Centre for the archives on armament without any limitation in duration.
