Article 8:

Les autorisations d'exercice du commerce ou de la fabrication des armes et munitions sont accordées par Arrêté du Ministre chargé de la Sécurité Intérieure, après enquête de moralité sur le requérant. Ces autorisations sont remises aux bénéficiaires par l'intermédiaire du Représentant de l'Etat dans le Cercle de résidence des requérants ou dans le District de Bamako.

The authorisation to trade or manufacture firearms and ammunition is issued by order of the Minister in charge of Internal Security, after investigation of morality of the applicant. These authorisations are issued to the recipients by the State Representative of the place of residence or in the District of Bamako.
