Article 27:

Without prejudice to measures requiring practice shooting under military instructions and for law and order by the police; it is prohibited to shoot gunfire and to carry loaded firearms in all towns and within a radius of one kilometre around dwellings located at the extreme limits of towns.

Article 28:

Notwithstanding the prohibition mentioned in Article 27 of this Act, the Ministers of Interior, Defence and Sports may, by joint order, regulate the sportive shooting of gunfire.

Likewise in the decentralised territorial entities, the competent authority may authorise blank firing gunfire in the context of the fulfilment of certain rituals or ceremonies that are recognised traditional Customs.

[Note: This is the Proposed Act to amend the Ordinance 'Law No 085/035 of September 3, 1985, on the Regime of Arms and Ammunition', in line with the Nairobi Protocol for the Prevention, Control and Reduction of Small Arms and Light Weapons. The first 30 articles of the 2010 Proposed Act are relatively unchanged from the 1985 Law.]
