…C'est la Loi N°01-075 du 18 Juillet 2001 portant Code des Douanes au Mali qui constitue le support juridique fondamental de toute action douanière.

L'article 34 du Code des Douanes soumet l'importation des armes à des règles particulières. L'importation ou l'exportation des marchandises y compris les armes est interdite au Mali lorsqu'elle porte atteinte:

- à l'ordre public;
- à la sécurité Publique;
- à la Santé ou de la vie des personnes et des animaux;
- à l'environnement;
- à la propriété intellectuelle, industrielle et commerciale;
- à la protection des trésors nationaux ayant une valeur artistique, historique ou archéologique;
- aux intérêts des consommateurs.

Toutefois, ces interdictions sont levées en cas de:

- Production d'un titre régulier autorisant l'importation ou l'exportation et applicable à la marchandise déclarée
- Observation des règles portant restrictions d'importation ou d'exportation, de qualité ou l'accomplissement des formalités particulières.

… It is the Law No 01-075 of July 18, 2001, concerning the Customs Code in Mali that is the fundamental legal support for any Customs action.

Article 34 of the Customs Code submits the import of firearms to special rules. The import or export of goods, including firearms, is prohibited in Mali when it infringes:

- Public order;
- Public security;
- Health or the lives of people and animals;
- Environment;
- Intellectual, industrial, commercial property;
- Protection of National Treasures having an artistic, a historical or an archaeological value;
- Consumer interests.

However, such prohibitions are lifted if:

- a regular title is produced, authorizing the import or export and applicable to the goods declared;
- the rules which restrict the import or export and quality are respected, or on completion of special formalities.
