Legislation provides for an annual licence to import firearms, which is granted to regular importers, who also have an annual permit to sell firearms, ammunition, parts and accessories. In addition to the licence, for each transaction the importer must apply for the import and customs clearance permits.

The Armaments Directorate is responsible for issuing such permits to sell. Before they are issued, it inspects the premises where the weapons will be sold, in order to determine whether the security arrangements are adequate for such a business.

Before selling a weapon to a particular customer, all such establishments must apply for the corresponding permit of sale to the Arms and Explosives Control Department. At present, the only procedure is to verify that the person is not disqualified from possessing a weapon (by a judicial sentence imposing the disqualification or for a crime involving a weapon).
