Preventing, Combating and Eradicating the Illicit Trade in Small Arms and Light Weapons in all Its Aspects - At the National Level

Official and civilian weapons are manufactured only by State enterprises or by enterprises that are at least 51 percent State-owned.

Every official or civilian weapon and piece of ammunition which is manufactured undergoes compulsory testing to ensure that it complies with safe usage requirements, and is stamped in accordance with the marking system established by the State Agency for Standardization, Metrology and Patents to certify that it is for official or civilian use and that it complies with the relevant standards. Each weapon manufactured is given an individual registration number.

Enterprises manufacturing official or civilian weapons are responsible for:

1. Ensuring manufacturing safety, supervising production and quality of output;

2. Testing weapons manufacture to ensure that they comply with State standards;

3. Recording weapons and ammunition manufactured in the appropriate register, including their stamp and registration number;

4. Safeguarding and ensuring the safe storage of weapons manufactured, including components and ammunition.
