Criminal Possession

Police are confident that the overwhelming majority of the weapons in criminal possession were legally purchased by licensees, and then made their way onto the black market.

Thefts from licensees appear to constitute the most common means of transmission, but Newbold's study "The Criminal Use of Firearms in New Zealand" points out that some licensees do loan or sell their firearms to criminals.
