Article 14
The check of the technical knowledge about proper use, keeping and maintaining of arms, and of the knowledge of the regulations on arms (Article 9, Paragraph 1, Point 6) shall be done by taking an expert's exam in front of a specific Commission established by the Minister of Internal Affairs.
The expert's exam shall consist of a theoretical and a practical part.
The theoretical part of the exam shall determine the person's knowledge of:
- the regulations on possession, carrying and keeping of arms and ammunition, and the regulations with regard to the right to use arms;
- the arms and ammunition; and
- giving first aid.
The practical part of the exam includes:
- check of the knowledge on safe handling of arms and ammunition; and
- shooting into a target and assessment of the results.
Practical training on handling of arms of persons applying for an approval for procurement of arms shall be done by the Ministry of Internal affairs.
The expenses for the practical training and for the organization of the exam shall be covered by the person applying for an approval for procurement of arms.
The Minister of Internal Affairs shall regulate the training program on proper use, keeping and maintenance of arms, the way in which the practical training on handling of arms shall be implemented, as well as the way in which the expert's exam for checking of the technical knowledge regarding the proper use of arms and the knowledge of the regulations on arms shall be implemented.
