In accordance with the administrative procedures adopted in Russia at the stage of manufacturing small arms and light weapons, the following are subject to control:
a) the use of technical documentation for weapons;
b) storage of special technological equipment;
c) accounting of parts, assembly and finished weapons in the process of their manufacture, transportation and storage; d) the procedure for storing and destroying weapons, including their defective parts;
e) the procedure for marking and branding weapons.

2.1.1.1 Перечислите законы, положения и/или административные процедуры, регулирующие производство ЛСО в вашей стране
Лицензирование деятельности по разработке, производству, ремонту и утилизации ЛСО, а также боеприпасов к этому виду оружия осуществляется Минпромторгом России в соответствии со следующими нормативными актами:
1) Федеральным законом «Об оружии» от 13 декабря 1996 г. №150-ФЗ (Собрание законодательства РФ, 1996, № 51, ст.5681; 1998, № 30, ст.3618; № 31, ст.3834; № 51, ст.6269; № 1999, № 47, ст.5612; 2000, № 16, ст. 1640; 2001, № 31, ст.3171; № 33, ст.3435; № 49, ст.4558, 2002, № 26, ст.2516; № 30, ст.3029; 2003, № 2, ст.167; № 27, ст.2700; № 50, ст.4846; 2004, № 18, ст.1683; № 27, ст.2711; «Российская газета» от 22 июля 2011 г. );
2) Федеральным законом «О лицензировании отдельных видов деятельности» от 4 мая 2011 г. № 99-ФЗ (Собрание законодательства РФ, 2011, № 19, ст.2716; №30 (ч.1), ст. 4590; №43, ст. 5971; №48, ст. 6728; 2012, №31, ст.4322; 2013, №9, ст.874; №27, ст.3477);

7) Постановлением Правительства Российской Федерации от 28 августа 2012 г. № 865 «О лицензировании разработки, производства, испытания, хранения, ремонта и утилизации гражданского и служебного оружия и основных частей огнестрельного оружия, торговли гражданским и служебным оружием и основными частями огнестрельного оружия»;
8) Постановлением Правительства Российской Федерации от 14 сентября 2012 г. № 925 «О лицензировании разработки, производства, испытания, хранения, реализации и утилизации боеприпасов (в том числе патронов к гражданскому и служебному оружию и составных частей патронов), пиротехнических изделий IV и V классов в соответствии с национальным стандартом, применения пиротехнических изделий IV и V классов в соответствии с техническим регламентом» (Собрание законодательства РФ, 2012, № 39, ст. 5267; 2015, № 1 (ч.2), ст.279);
9) Приказом Министерства промышленности и торговли Российской Федерации от 8 августа 2018 г. № 3135 «Об утверждении порядка и условий хранений гражданского и служебного оружия и патронов в процессе их производства».
В соответствии с принятыми в России административными процедурами на стадии изготовления ЛСО контролю подлежат:
а) использование технической документации на оружие;
б) учет и хранение специальной технологической оснастки;
в) учет деталей, сборочных единиц и готового оружия в процессе их изготовления, транспортировки и хранения; г) порядок хранения и уничтожения оружия, включая его бракованные детали;
д) порядок маркировки и клеймения оружия.
