Manufacture of Firearms and Sale of Firearms for Civil Use

Article 13

The state adopts a system of special permit for the manufacture and sale of firearms. No unit or individual is permitted to manufacture, purchase or sell firearms without permission.

Article 14

Firearms for official use shall be manufactured by factories designated by the state.

Article 15

Factories to manufacture firearms for civil use shall be recommended by the relevant competent authorities under the State Council and be decided by the public security organs under the State Council.

Enterprises to sell firearms for civil use shall be designated by the public security organs under the people's government at provincial level.

The public security organs shall issue manufacture license of firearms for civil use to factories that manufacture such firearms.

The public security organs under the people's government at provincial level shall issue sale permit to enterprises that sell firearms for civil use.

Three years is the validity period of manufacture license of firearms for civil use and sale permit…

Article 16

The quota for firearms manufacture and sale shall be allotted by the state.
