[S]et forth below are certain relevant articles of the decree [No. 51 of 24 September 2001]:

Article 2: It is permitted only to the specialized Government parties to manufacture military revolvers, hunting rifles and training arms or any other type of military arms and ammunition.

Article 3, paragraph 1: The import, export and transfer as provided for in this decree of arms and ammunition is restricted to the public sector (the State).

Article 4: Arms may not be repaired without a licence.

Article 5: Previous permission must be obtained in order to bear or acquire military revolvers or hunting rifles and their respective ammunition.

Article 9: The manufacture, import, acquisition, use or repair of or trade in silencers or gun-mounted sights is forbidden…
