7. Is there a register of the people who have registered and own firearms in Chile?

DGMN keeps a register of all people who have registered a firearm and it is updated on a monthly basis by the Directorate through our webpage. As for those possessing firearms illegally or irregularly, we could only speculate about their real number, which would be irresponsible on our part, and we could only enumerate those individuals owning stolen firearms or firearms missing from their owners.

12. Must those who register their firearms take a practical course in how to handle them?

No. But they must demonstrate they know how to handle and keep a firearm, and this is established through the test which everyone must take, personally and in-site. Further, as of October, 2 AF from the RM will act as pilot authorities to oversee the practical (shooting) exam. That said, it is recommended that those registering their firearm know how to use it, and if not, address the corresponding facilities to acquire the necessary expertise.
