Artículo 41. Medidas de seguridad en armerías

Las personas individuales o jurídicas que se dediquen a la reparación y mantenimiento de armas de fuego deberán cumplir las medidas de seguridad físicas siguientes:

a) El local de la empresa deberá ser construido con techo y paredes fuertes y sólidas, ya sea de block o concreto.
b) No compartir el local con otra empresa u otro tipo de negocio.
c) Contar con una sola puerta de acceso al local.
d) No estar ubicada la armería en una colonia cerrada, condominio o casa de habitación.
e) Contar con un enrejado metálico ubicado frente al mostrador, de manera que las personas ajenas al negocio no tengan acceso al área donde se encuentran las armas y municiones. La puerta de acceso de dicho enrejado puede poseer chapa mecánica, eléctrica o candado.
f) Tener un extinguidor contra incendios tipo ABC, de por lo menos quince (15) libras; dicho extinguidor debe tener un servicio técnico cada seis (06) meses.
g) Caja fuerte o bóveda con capacidad de resguardar todas las armas de fuego objeto de reparación o mantenimiento. Esta debe tener por lo menos un cuarto de pulgada de grosor.
h) Sistema de alarma antirrobos constituido con los suficientes sensores pasivos de movimiento, de forma que protejan todas las áreas del local; asimismo debe contar con sirena, botón de pánico, caja eléctrica central, de igual forma puede ser activada por medio de panel de control de clave o control remoto. Adicionalmente pueden ser instalados sensores magnéticos de apertura en las puertas, sensores de golpe (Shock) en las paredes, sensores de humo, o contar con una sirena silenciosa.
i) Caja de prueba balística fabricada de materiales sólidos que impidan el paso de ojivas al exterior de las mismas; ésta será objeto de pruebas por parte de la DIGECAM.
j) Botiquín de primeros auxilios.
k) A requerimiento de la DIGECAM contar con uno o varios agentes de una empresa de seguridad privada.
l) La DIGECAM requerirá de otras medidas de seguridad que estime conveniente en casos concretos.
m) Durante las inspecciones se tomarán todas las medidas de seguridad para resguardar al personal de la DIGECAM y evitar la sustracción de artículos de la armería.

Article 41. Security Measures for Armouries

Individuals or legal persons that repair and maintain firearms must comply with the following physical security measures:

a) Premises must be built with walls and a roof made from concrete, and must be strong and solid.
b) Must not share the premises with another business or another type of commerce.
c) Must have a single access door to the premises.
d) For the sale of firearms and ammunition, not to be located in a household.
e) Have a wire mesh placed at the front desk, so that people outside can not have access to the area where firearms and ammunition are kept. The main door can have a mechanical, electric or metal padlock…
f) Must have a fire extinguisher that weighs at least fifteen (15) pounds. It must be checked and serviced every six (06) months.
g) Must have a box capable of protecting the entire inventory of firearms and ammunition belonging to the business. It must be at least a quarter inch thick.
k) Anti-theft alarm system with motion sensors in order to protect the premises. There must also be a siren, panic button, power station box that can be activated by panal or remote control. Additionally, magnetic sensors can be installed on the doors, shock sensors on the walls, smoke detectors or silent sirens.
i) A ballistic box made of solid materials that prevent warheads piercing it. The box must be tested by DIGECAM.
j) First aid kit.
k) To have one or more private security agents at DIGECAM's request.
l) Other security measures that DIGECAM require appropriate in individual cases.
m) During inspections all safety measures are taken to protect DIGECAM personnel and prevent theft of items from the armoury.
