El Ministerio de Defensa, por seguridad y defensa del Estado, otorgará la Licencia de Autorización para la instalación y funcionamiento de fábricas de armas de fuego, municiones, explosivos y otros artefactos y materiales relacionados de uso militar, policial y civil.

Supreme Decree No. 2175, Regulation of the Act No. 400 on the Control of Firearms, Ammunition, Explosives and other Related Materials

Article 28. Authorisation Licence for the Installation and Running of Factories

[Only] The Ministry of Defence, for the security and defence of the State, shall grant any authorisation licence for the installation and functioning of factories of firearms, ammunition, explosives and other related items and materials for military, police and civil use.
