Ugandan Army Denies Selling Guns to Karamojong Pastoralists, Rebels

KAMPALA -- The army has refuted reports that soldiers were selling guns and bullets to Karimojong warriors. The 3rd Division commander, Brig. Patrick Kankiriho, said they had set up an armoury committee headed by the division operations and training officer, Col. Paul L'Okech, to ensure there was no misuse of weapons. "We keep record of the guns in the hands of our soldiers whenever they go out for the cordon-and-search operations. Whoever loses ammunition is court-martialled," Kankiriho said last week. The Kaabong resident district commissioner, Geoffrey Kiwanda, was quoted by the media as having stated that some soldiers sold guns to the Karimojong.... ( gunpolicy.org )

Threatened Judges in Philippines Given Interest-free Loans to Buy Guns

MANILA -- Judges in the Philippines are to be given interest-free loans to buy guns for self-protection, following a rash of attacks on members of the judiciary, the Supreme Court said Saturday. Under the guidelines, approved as part of new security measures, 10 million pesos ($240,000) has been allocated for the programme. Judges will be able to borrow up to 50,000 pesos and can pay it back in 36 monthly payments or forfeit the gun, according to the government guidelines. Qualifying judges cannot be more than 67 years of age, nor be under any disciplinary suspension. The guidelines do not authorise judges to carry firearms outside their homes... ( gunpolicy.org )

Spiking Gun Ban in US National Parks: Election Year 'Hardball Political Issue'

There's a good chance the Interior Department will soon weaken a regulation that restricts visitors from bringing loaded guns into our national parks and wildlife refugees. We'd rather it didn't. Since 1983, a Reagan-era ban has outlawed citizens from bringing readily accessible, loaded guns onto lands overseen by the National Park Service and the U.S. Fish and Wildlife Service. The ban does not apply in national parks where hunting is allowed. Now, after heavy lobbying by the National Rifle Association, 50 senators are calling on the Interior Department to overturn the gun ban, even as park rangers praised the ban for making our national parks safer.... Pennsylvania Legislators Defeat Even 'Small Step For Gun Sanity'

It was hardly a surprise that the Pennsylvania House shot down last week's proposal to curb illegal gun trafficking, but when the votes were tallied, I was a bit baffled. Scads of suburban Republicans stood up to their party and the National Rifle Association by supporting the plan to require gun owners to report lost or stolen weapons. This even though straw buying and the bloodshed that illegal guns cause is often derided as an "urban" problem. But House Speaker Dennis O'Brien, a city guy with constituents in the line of fire, voted against a small step for gun sanity. In saying no, O'Brien stood strangely alone. Democratic presidential hopeful Barack Obama is trying to woo pro-gun voters in Pennsylvania, which is home to a large number of gun owners, observers say. The Politico reported Sunday that rather than touting gun control legislation he has consistently backed, the Illinois senator instead is highlighting his constitutional law experience. Pennsylvania, which holds its primary April 22, has the nation's highest per-capita membership rates in the National Rifle Association, Politico noted. Obama faces rival Sen. 3 Year-old Detroit Girl Shoots Herself in the Head with Parents' Handgun

A 3-year-old girl, who found a gun in a bedroom in her home on Detroit's west side, shot herself in the head this afternoon. Detroit Police said the shooting took place at the girl's home in the 12800 block of Lahser around 2:30 p.m. The girl found the handgun, reportedly owned by one of her parents, and shot herself in the right side of the head. At least one of her parents was home at the time of the shooting. The girl, who has not been identified, was initially taken to Sinai Grace Hospital, and is being treated at Detroit Children's Hospital. Her condition is not known.
